Merging this PR will add another button to the page users get when they start creating a new issue in this repo using the web UI.

The purpose of the extra button is to get extension development questions and suggestions to begin their life at https://github.com/microsoft/vscode-discussions/discussions

The link intentionally goes to @hediet's introductory post there, microsoft/vscode-discussions#5 and I have asked him to add an extra link from its text going to the home page of Discussions.

I like the idea. Adding Logan as well as he did more thinking about the issue template.

Will be interesting to see if this drives traffic. My hypothesis is that most people just click bug report even for things like feature requests
